How to setup promotion for free shipping based on ordered item

I need to set up a promotion that will set shipping cost (Order Level, Freight/Special Charge)  to 0 at the order level when a specific item is ordered.  The promotion will be used within iStore and OM.
We currently have a Freight and Special charge List modifier that is defined with List Qualifiers to give free shipping for specific Promotion No's (Qualifier Context= Modifier List,  Qualifier Attribute=Promotion No.) but I can not see how to restrict this to apply only when a specific item is ordered.

Does anyone know how to set up this scenario in Advanced Pricing?
