WMS - Picking Rule to pick entore quantity from one locator

We want the picking rule to pick the entire sales order quantity from one locator. Look at the screenshot below the sales order is for 8 pk of 3700WH3068 and 12 EA of 3517BZ3068. Though there is enough QOH in Second locator (picking order ascending), it is pulling partially from the first and then the balance from the second. This way we are touching the product twice. We ant to eliminate this and want the rules engine to look at the lowest picking order number locator that has the entire sales order quantity and pick from there.
