Oracle Function that disable Journal Preparer to save unbalanced Manual Journal

Standard functionality is that, oracle would only ask the preparer if he wants to save the Manual Journal despite of the unbalanced total debits and credits. If the preparer inadvertently click OK then the Manual Journal was saved.Would like to inquire if there is a way wherein the Journal preparer cannot save unbalanced manual journal in all scenario.
