Remove Recoverable/Non Recoverable Tax line when not applicable?

When entering purchase invoices the tax lines always generate 2 tax recovery distributions, a recoverable and non recoverable value. Both of these lines are not required as the distribution is either 100% recoverable or 0% recoverable depending on the tax code used.

My question is can we configure the tax engine so that only the applicable recovery distribution line is generated and not both?
