PO is getting approved by a person whose limit is less than PO amount

Hi All,

One of business users raised  a PO whose limit is greater than PO amount and he has forwarded this PO to some other person whos limit is less than the PO amount. But the second person has successfully approved the PO.

Eg:

Person A : Requestor (200 GBP job limit)

PO Amount : 150

Person B Appoval limit : 100

In this when Person A forwarded the PO to Person A, it has been approved by Person B successfully.

Oracle is saying that this is a std functionality.

Could anyone tell what is the business scenario in this case? Business is wanting a sufficient explanation of this.
