Journal Batch Workflow shows Numeric decimal as comma in Notification and Journal amounts

Hi,  Our Journal Batch approvers see the workflow notification journal amounts with comma in place of the decimal 'dot' character. This is also seen in the Journal Entry for this specific Journal.
  If I would look at the same notification in my session as the administrator I will not see this behavior. Also, the approver seems to see this in her session when the notification got timed out and not for the rest of the notifications or Journals.
   Have you encountered such a bizarre situation? Any idea to what to loo for?
