Unable to cancel Internal Transfer requisition line.

We have several internal transfer requistion lines we need to cancel. Yet, when we attempt to cancel the requisition line, we get a message No control actions found in this document. In our example, we have a requisition 1083081 that has 3 lines. The status of the requistion is transferred to OE. Two of the lines are associated with a sales order. The third is not. That is the one we want to cancel because it is showing up in our item supply/Demand form as supply. Please advise of the cause and a resolution. I am hoping the words Patch
