Buyer approval of encumbrances and releases

Hi all,

We have our buyers set up to approve releases without going to the manager's queue. However, this is not working for our newest buyer, and when he attempts to approve a release, it's being sent to the department manager.

I've cross checked his roles and responsibilites with another buyer, and though they're set up the same, the functionality is not working for him. There must be a setting I'm missing...does anyone know what that is?
