Patch wizard setup - Unable to register metalink credentials

 Version 11.5.10.2 I pass all the details on the PAtch wizard metalink credentials page

Cannot register. 
Fails with invalid password/Check proxy setting.

I have another R12 instance and it works great with the same details.
