How can we grant access to Content Author for Clear Assignments, Clear Checkouts only.

Hi Team,
Can you please help us to know about how can we grant access to the Admin tab to users but deny access to all other areas in Admin tab except:

- Clear Assignments
- Clear Checkouts

please guide me how to do customization if required for same.
