Unable to get username/password that corresponds to the row in FND_PRODUCT_INSTALLATIONS w/ adpatch

Received error running adpatch 17203944 :
Unable to get ORACLE username/password  that corresponds to the row in FND_PRODUCT_INSTALLATIONS with
application_id = 778  and oracle_id = 778

AutoPatch error:
Failed getting PDI list for product 'jmf'

aipspv(): Error setting up PDI list for upgrade
