issue while creating information template for smart form

Hello team,


I am trying to create information template for smart form so that we can show few special fields for some of our purchasing categories. I was following the document 

How To Create Templates (Smart Forms) in iProcurement (Doc ID 291188.1)

However I am not able see navigation  iP Catalog Administrator responsibility > Manage Content > Non-catalog Request Template mentioned in the document

Am I missing something ? We are using release application 12.1.2

We would like to show few special field for some of the purchasing categories.
