Date Conflict Error when Terminating an Employee

E1 9.1  tools 9.1.3

When terminating an employee using P0801EMP a Date Conflict error  ID 1387 is returned.   This error appears even if no termination date, or pay stop date is entered.   Simply change the PAST  (active code ) from ' 0 '  to ' T ' will trigger the error.    I'm unable to determine the source of the conflict.   The employees last day was 10/30/13 and the last check date is 11/08/13.    This is happening on one employee only.   Many others have processed with no errors.

Any Thoughts?
