Oracle12c - manual database creation end with ORA-04098: trigger 'SYS.XDB_INSTALLATION_TRIGGER' is i

Hello,
I first tested the Oracle12c database wizard to create a new database. However, in order to avoid certain components that require a license and to avoid installing packages like the Advanced Replication I also created a database manually, basically followed the following document:

After running scripts:

@?/rdbms/admin/catalog.sql
?/rdbms/admin/catproc.sql

I ran other scripts that would show error messages:
@&ORACLE_HOME\rdbms\admin\catexp.sql
@&ORACLE_HOME\rdbms\admin\catblock
@&ORACLE_HOME\rdbms\admin\dbmspool.sql
@&ORACLE_HOME\rdbms\admin\prvtpool.plb
