E1 9.1 menu bar icons don't show the icon text description like they do in 8.12.

We are doing an upgrade from 8.12 to 9.1, and a number of users have complained that the menu bar icons (select/ok, finde, add, delete,etc.) don't have the icon's text description above the icon like they do in 8.12.  They know you can hover over an icon and get the description, but they like to see the description there all the time.  I noticed that in Batch Versions in 9.1, when you prompt a version for Data Selection or Sequencing, in those screens the  text descriptions are there.

Why are the descriptions not there in all the other 9.1 application screens?  Can they be displayed in 9.1?
