ASR in OPS center doesnt work, its only create draft SR

Hello,We hv installed many OPS center in customer site, but we noticed that the ASR in OPS center are doesnt work, it doesnt create SR automatically.
ASR only create draft SR, we need to logging in to MOS then submit it manually.

please advice
