Unable to reduce SGA

Hi,
I'm unable to reduce sga_max_size from 5.5 G to 1.7 G in my database. Can anyone tell me the reason why oracle is bumping my SGA to previous value?

Adjusting the default value of parameter parallel_max_servers
from 5120 to 1485 due to the value of parameter processes (1500)
The value of parameter db_cache_size is below the required minimum
The new value is 4MB multiplied by the number of cpus
Starting ORACLE instance (normal)
Specified value of sga_max_size is too small, bumping to 5939134464

DB version - 11.1.0.7
ASM enabled
