Ops Center 12c cant patch hosts

After a clean install of 12.1.4 Ops Center, I can discover assets but when I go to patch hosts, they are greyed out/not selectable. The only host that is eligible to be selected for patching is the EC itself. Anybody ever see this ? OCdoctor doesnt find anything amiss.
