Billable Freight

Is there a way to hold billable freight at a constant rate for a customer and item combination and add back to the base price for a delivered price at the sales order line.  Sales organization sells products delivered and does not want to show freight as a separate line.   In turn this would let us know what was quoted vs. actual.
