EBS R12.1.3 patching question

Hi,
We have upgraded to R12.1.3.   To troubleshoot a issue, we were asked to apply the following patch as per note

How To Run Generate Asset Trace Utility In Release 12? (Doc ID 802455.1)

The patch mentioned in this note is 6741301:R12.FA.A.     However, we are not able to apply it on top of R12.1.3.

Please advise on correct patch
