Multiple timezone

If an organization have customers in more than one time zone, can it bill according to the time zone.
eg:
account_1 in GMT-1
account_2 in GMT+0
account_3 in GMT+1

The system time zone is set as GMT.

Hence account_1 should be billed at 2300
account_2 should be billed at 0000
account_3 should be billed at 0100

Is it possible?
