Unable to create a sales order in 12.1.3

Hi

We have recently migrated to R12.1.3.

While creating a new sales order, we are getting the following error

 "APP-JL-62554: You must enter a value for the field operation fiscal code"

As per the Metalink note id "APP-JL-62554: You Must Enter A Value For The Field Operation Fiscal Code (Doc ID 1520284.1)"

The cause of the issue is invalid / incorrect data in Brazilian Localizations

We donot use any Brazilian Localizations, we use only India Localization (Asia/Pacific) JA and it is installed
