R12. : Invalid FV packages

HI,
We have a number of invalid objects in our production database ( EBUSPROD ). A MOS search points to patch 9000001.
This patch says that it is for federal customers only.
Please confirm if this patch is applicable in our installation, and if not, how do we get rid of these invalid objects.
