Why Some Planned New Buy Orders donot have Source Supplies in SPP workbench?

hi ,

Why Some Planned New Buy Order donot have Source Supplies in SPP workbench，and source supplies had been maintained in sourcing rule 。Same Souce supplies ,Some items of  Planned New Buy Order  have  Source Supplies , but others not.
