Creating an Index

We need to create an index within a table.  When going into Application Developer > Application -> Database -> Tables in Oracle R12, I find the table name but when I click on Indexes, not only is it blank but I cannot create anything.  Can someone please advise how I can create the following index ZX.ZX_REC_NREC_DIST_C9469868.  I have also attached a screenshot of the table in Oracle.
