Patch 17191279: 11i - CONSOLIDATED JRI FIXES - Causes ORA-01031: insufficient privileges Error

Hello support,
JRE upgrade to 1.7.0.45 is complete and started upgrade JDK6.
adpatch error has occurred during applying the patch 5622511.
After sourcing the environment adpatch has error occurred with
"/d3/engtstx/APPS/ad/11.5.0/bin/adpatchnew: error while loading shared libraries: libclntsh.so.8.0: cannot open shared object file: No such file or directory" .
As a part of workaround setting the LD_LIBRARY_PATH to /d3/engtstx/product/8.0.6/network/jre11/lib/i686/native_threads:/d3/engtstx/product/8.0.6/network/jre11/lib/linux/native_threads:/d3/engtstx/APPS/cz/11.5.0/bin:/d3/engtstx/product/8.0.6/lib:/usr/X11R6/lib:/usr/openwin/lib/;/d3/engtstx/product/iAS/lib , adpatch is started moving until asking for the system password.
