ODBC error in Windows 2008 64 bit server

 Hi,We installed Siebel server in one Windows box 'MS Windows 2008 R2 Server 64 bit' OS.
The installation went successfully.
However after the installation when we see the odbcad32.exe in SysWow64 folder, it throws an error:
"Specified driver could not be loaded due to system error 193: (Siebel Oracle 90 /siebel/8.2.2.0.0/ses/gtwysrvr, \siebel\8.2.2.0.0\ses\gtwysrvr\bin\seor825.dll)"

We have mentioned the ORACLE_HOME in out Environment variable already.
What are we missing here? Can some one help please?
