Taxation of Colombia

Hi, I have the following question.

We have 11.5.9 version with Colombian location for calculating taxes. Our users tell us that the new legislation says that the retention is calculated on the document is painted on the bill but NOT SUBTRACT the total document. Is this possible in our or any later version?
