New Subinventory and Locators Creation

Dear Gurus,
Can you please tell me what is the impact if we create new Subinventory and Locators in Invnetory Application?
Already follow the step by step instruction from Oracle manual and test in development machine, but somehow it seems that the total inventory cost changed.
Found out that we have some items that seems have not been transacted for such period, but infact the items is still in transaction.

How to check this things?

Really need an enlightment in here.
