What are the options available apart from hold and fullfillment set for the below pb?

Per Oracle, If multiple lines with different ship dates are grouped together into a single invoice, the SHIP_DATE_ACTUAL of the invoice will be the minimum of the SHIP_DATE_ACTUAL from the lines that are grouped to create that invoice. With Fulfillment Sets on multiple lines shipped on different dates, the invoice will display the minimum date of ship date. On the other hand, if we use a trigger to update any INTERFACE_LINE_ATTRIBUTE1-15 column to trigger the delivery date as soon as data is interfaced to ra_interface_lines_all table when the order is shipped, then there is a chance where non-inventory billable charges
