APP-SQLAP-97731: The system cannot generate distributions because tax calculation failed due to the

Hello!
Could anybody help me with next problem

We have Oracle Applications : 12.1.3

I created Invoice. In invoice line I filled project number and task number. When I click on "Distributions" button, I have next error massege: APP-SQLAP-97731: The system cannot generate distributions because tax calculation failed due to the following error: PA FLEXWF - DEFAULT MISSING: Error encountered in pa_flexbuild

When I create invoice without projects and tasks distributions form opened without error.

Please, describe me, why this error arises?
