Budgets are mutliple-One Combination Used- Which budget effects PO

Hi ,
I have one combination being used in multiple budgets. I have encumbrance enabled. Please let me know which Budget will be used in the PO.

EG  Budget A-  052.51460.0033.13.115.150.0000.000.0000 

Budget Forecast- 052.51460.0033.13.115.150.0000.000.0000

Now both the above budgets have Journals created and posted for same period in GL. Encumbrance is enabled for PO,Requsition.  Please let me know which budget will be selected by Purchasing for encumbering the budget.
