PA_OTL_INVALID_TASK_END_DATE

A user is attempting to extend the task date on an open and approved project.  Upon entering the new date at both the parent task and sub-task level, a pop up message appears stating the following:  PA_OTL_INVALID_TASK_END_DATE (OTLTRXDATE = 26/SEP/2013).

This happened for 2 different projects and is the first occurrence.  The user was able to click through the message, make the necessary date changes and save the record. 

The project's end date is well into next year, so no date conflict there.

I have searched Oracle Support as well as "googled" the message to no avail.
