UTL File PKG in Apps Tier

Hi,

Please help me how to accomplish this task, since it is a very crucial.

We developed a customization for Cash Management Bank statements upload, till now deployer used to place the files in DB tier and the process of loading went very well.

But from now deployer wants to place a files in Apps tier, because they do not want to give DB tier access to any one .

But apparently the problem is , we used a UTL File pkg in our customization for renaming the files and inbetween if some validations are fail then moving the files to archive directories etc.
