Reopen PO

I am trying to reopen a PO, but it does not appear on the drop down PO list on PO Re open run control page, RUN_PO_REOPEN.

The reason is the PO is not in PS_PO_RC_HDR.

I tried to check which sqr/application engine or online process is inserting data  into PS_PO_RC_HDR tabe without success.

If anyone knows the process can you please let me know.
