How to check user's preference setting?

We are using EBS version 12.1.3

I am wondering if there is a way for the system administrator to look at the user's preference setting? Say for example, if a user is left for vacation and sets up another user to approve all the request. Can the system administrator see that? Not sure if this is the correct forum to post. Gurus, please advise. Thank you very much.
