How to create 'Connected To' Relationship ofr Instances/Assets

Problem Summary

Not able to create assets/instances with connected to relationship

Problem Description
---------------------------------------------------
Oracle Install Base Agent Listener (Responsibility)
Item Instance (Query an existing Instance)
Select "Configuration" from the Action LOV
There is no option to create the 'Connected To' Relationship
(screenshots attached)
Tried using the Asset Tracking Super User Responsibility to get to the same page and create 'connected to' relationship
Client is using Oracle EAM, Asset Tracking, Field Service and Install base
