integration with LCM

hii g=have 2 customer that are useing the LCM solution integration with payables . there problem is with AP lines type freight or Misc that are creating from the LCM but do not get the payment withholding tax group updated , so when you pay this invoice  a withholding tax line is not created . is it bug /missing setup?
