connection error.

Hi, I have an Oracle Rac 11gR2 on Windows 2008 R2.  
The EM advise me the following situation:
Metric evaluation error start - Metric execution timed out in 600 seconds
And then the following msgs.
Fail to connect to the database instance : ORA-12636: Packet send failed (DBD ERROR: OCIServerAttach).
Or the following
Fail to connect to the database instance: ORA-28547: connection to server failed, probable Oracle Net admin error (DBD ERROR: OCISessionBegin).
I check all physical connections, all the switches, and the listener configuration seems to be right.
Does anybody know what could be happening?
