inconsistant loading of asset location table

when the amif1000 runs and both the intfc_fin and intfc_phy_a tables exist with the same record and the intfc_phy_a table has a location, sometimes it will create an entry to the asset_location table and sometimes not.  the trans_type is FAD.  any ideas?
