Quality Creating A Work Request and Populated Description

in EBS Customizations (MOSC) Question
I looking for the ability to create the Work Request using the Quality Actions and being able to populate the Work Request Description with values from the Collection Plan. The ability to use variables does not exist for this Quality Action. Has anyone been able to achieve this?
