Quality Collection Elements Dependency within the HTML UI

Need for dependency of Collection Elements within a Collection Plan. Multiple LOVs for each Element based upon previous Elements chosen value. Using SQL will not achieve this due to the fact that the SQL code is not validated in the HTML UI until the user clicks the 'Apply' button on the Quality Plan. One of the many possible values are automatically chosen and applied to the Quality Plan.
Any ideas on how this can be achieved within the Self Service Screens?
