Significate updates by prov system for whole order granularity

We are implemented the O2A PIP on OSM 7.0.3.  We have whole order granularity for provisioning with two provisioning systems.   Currently when none of the items that go to one provisoning system has any changes but the other does, EBms are sent to AIA for both systems.  THIs appears to be because the significant updates granularity only work at the function level and NOT by system.  Is there any way to not create or send orders to one prov system when all line items for that system have NONE action codes ( therefore no changes for any of the items)
