Construction Units

I have created a Construction Unit and proceed to Construction Estimate.   When I invoke the Estimate button, it generates a 0$ cost.  I have tested the activities that are on the construction estimate on a regular work order and they are complete and generate costs.  However it does no work on the Construction Estimate.  Consequently when I invoke the "Create Work Order" button nothing occurs.  Not sure what is happening, or if I have missed a step.
