Web Publish Quote Notification Issue

I am looking for a resolution to an issue with Workflow Notifications linked to Web Publish Quote functionality of Quoting/iStore. This is the notification that is sent to the iStore customer by the Salesperson who is providing assistance on a request for help from the iStore customer who has created a cart and has submitted the Request for Assistance feature of iStore. After working on the Quote from Forms Quoting the Salesperson publishes the Quote back to the iStore customer notifying the customer of the completed Quote. This notification is being recorded in the Workflow tables but is not being
