Veterans Benefit Reporting Tuition Worksheet

Hello,

We are starting to explore the new VA benefit functionality delivered by PeopleSoft.  We can get a student entered in the Veteran Benefite Summary.  We can run the process and get an Enrollment Certification to build.  However, I cannot get the Veteran Tuition Worksheet to build for anybody.

The error is No Federal field exist for student.  Tuition worksheet can not be created.

I believe we have all of the setup done.  The student has Tuition charges on his account and received federal financial aid on his account for the term in question.  I feel this is something silly that I am missing.
