Interpreting AWR compare report

Oracle 10.2.0.4Linux  2.6.9-67.0.4.0.1.ELsmp 

I ran the AWR compare report for the 15 minutes before and the 15 minutes of an outage.  During the outage the CPU spiked to 100% and the applications were unable to connect to the database(s) running on the server.

The comparison shows a huge difference in the SYS_TIME.    My theory is that this indicates that a process external to the database is using the CPU.  I'm having a hard time finding a concise/consistent description of what these numbers really mean.
