Bulk Plan is Failing

I am trying to run a Bulk Plan and one of the order release that I am including is failing.
The message in the log that I am getting for this order release is:

Status of Order Release: PARKER.20131108-0003 prevents function : GC3_APPL_OR_UNASSIGN_ORDER from executing. [[ACTIVE] ExecuteThread: '26' for queue: 'weblogic.kernel.Default (self-tuning)']

How do I correct this error?
