Integration of Customer data from Siebel CRM to EBS TCA model - Need to allow for Customer Accounts

We are trying to design an integration between Siebel and EBS to allow for multiple Bill To customer accounts from Siebel CRM to be integrated into EBS as multiple Bill To sites.  At issue is the CRM allows for the customer structure to be built in EBS (i.e. Party and Customer) , but when it comes to multiple Bill To accounts on the Siebel application,  the relationships between the party and multiple Customer Accounts generates properly, but we need to have multiple Bill To sites, with the same address, but different departments at each Customer Bill To Site.  So I
