sql plan baseline not used

An sql plan baseline was exported from a database and imported in another.  The sql plan baseline is not being used.  We checked queries and underlying tables/indexes are identical, plan is enabled and accepted.  Any ideas? (DB is Enterprise Edition 11.2.0.3 )
